Fire Safety Responsibilities for Welsh Landlords Are Growing

Housing across Cardiff and South Wales is varied. Victorian terraces converted into flats and student HMOs, traditional Valleys terraces, 1960s and 70s tower blocks, Cardiff Bay waterfront apartments and converted industrial buildings all bring different fire risks. On top of that, the Fire Safety Act 2021 and the Welsh Government’s building safety reforms have raised expectations on anyone responsible for a residential building.

A current, suitable Fire Risk Assessment is the foundation of meeting those duties. It shows you where the risks are and what to fix first. It also gives you a written record of how you’re managing fire safety.

What Our Fire Risk Assessments Cover

We look at communal areas, means of escape and how the building is managed, and find areas of concern early so you can prioritise improvements before they become bigger issues.

FAQs

What type of Fire Risk Assessment do I need?

The appropriate Fire Risk Assessment depends on the building type, construction, occupancy and level of investigation required. PM+ can advise whether a Type 1, Type 2, Type 3 or Type 4 assessment is most suitable for your property.

How often should Fire Risk Assessments be reviewed?

Fire Risk Assessments should be reviewed periodically and whenever significant changes occur within a building, such as refurbishment works, changes in occupancy or alterations to fire safety systems.

How long does a Fire Risk Assessment take?

The duration will depend on the size, complexity and occupancy of the building. Smaller residential buildings may be assessed within a few hours, while larger or more complex properties may require additional time.

Do landlords in Wales legally need a Fire Risk Assessment?

The person responsible for the common parts of a multi-occupied residential building (usually the landlord, freeholder or managing agent) must carry out a suitable and sufficient Fire Risk Assessment under the Regulatory Reform (Fire Safety) Order 2005. Since the Fire Safety Act 2021, it must also consider the building's structure, external walls and flat entrance doors.

Do you cover my area?

We carry out Fire Risk Assessments across Cardiff and South Wales, including Swansea, Newport, the South Wales Valleys and surrounding areas.

Do converted houses and HMOs need a Fire Risk Assessment?

Yes. Victorian terraces converted into flats and HMOs are common across Cardiff and South Wales, especially in student areas. They often need closer inspection of fire separation between flats, and a Type 3 assessment is frequently recommended.

What are the extra considerations for taller buildings in Wales?

The Fire Safety (England) Regulations 2022 do not apply in Wales, but the Fire Safety Order and Fire Safety Act still require assessments to cover a building’s structure, external walls and flat entrance doors. The Welsh Government is also introducing its own building safety regime for multi-occupied residential buildings. We can advise what applies to your building.
